I'd echo Odin's suggestion. Reindeer sled safari-very nice. Not husky sledding, although another amazing experience-all the huskies seem to do is cr@p when they running along frm memory! Perhaps not the best smell to accompany a well meant marriage proposal. The reindeer sledding is quite slow and scenic with plenty of opportunity for conversation (followed by lunch, usually in a Lappish teepee) and it is 2 to a sled covered with a blanket. Very cosy and romantic enough I reckon for your plans.
Beware though, although it is extremely beautiful, Lapland/Levi is damn cold- I have been in February before and the warmest day was -16 deg Celcius and the coldest day was -32 deg Celcius, you will be provided with insulated overalls by the tour organiser as part of the bargain) You don't really notice the cold though as long as you have got the right clothes on and it is a stunning place.
Also there is an Ice Hotel nearby that you could stay in/or just visit. We are talking quite big bux though to go to Levi/Finland/Lapland in general especially the Ice Hotel compared to a usual ski trip in France/Europe in my opinion but you could have a look around at Lapland snow adventure package deals. Saying that, Levi is a very small ski resort by European standards and is quite flat so could be a fab/different from the usual place to learn to ski assuming you and the missus are both beginner skiers.
But if you want a memorable experience and don't mind the increased cost with various other winter activities freely available as well as skiing such as cross country skiing/snowshoe walking/husky sledding/reindeer sleighing/snowmobiling then Lapland is the place for you. (You can do all of the activities I have mentioned with no prior experience)
As an alternative, I've not been before mind, but I have read that Zermatt (Switzerland) is very beautiful indeed and of course you have the cable car that goes to the top of the Matterhorn. Not so much skiing for beginners though.

tony23, Lake Tahoe is very beautiful: unlike some mountain lakes, it doesn't freeze/get covered in snow and the deep blue of the water looks amazing surrounded by a ring of snowy mountains. In Europe, Zermatt and Murren are particularly attractive. The James Bond revolving restaurant, Piz Gloria, at the top of the Schilthorn in Murren might be a nice place to pop the question.

No, no, they want to try skiing - so not Lapland. They want proper mountains. Some of the small places you can get away from other Brits and it is much cheaper. The fact that the ski area isn't enormous wouldn't matter to you as a beginner. Val Cenis for example. Gressonay in Italy is nice (but not quite so cheap).
Or perhaps you would prefer somewhere with a bit of bustle and nightlife? Austria is probably the best for Alpine charm and France generally the European worst (the big purpose built resorts). Proposing on the top of a mountain could be good.

tony23, are you completly insane? If you truly love this woman, don't marry her, save the money and go skiing with her, TWICE!.
If you want to have that married feeling, take her on holiday, let her sleep with your best mate and then buy her a flat. Its not fun, it cost a fortune but it does approximate being married. Also, it will be cheaper than buying her a house, which is the end result of getting married.
There is no benefit to a man in getting married, it is the path to penury and insanity.

I'd go along with Hurtle's suggestions: Tahoe if the lake is important; Zermatt for all round mountain scenery (the Matterhorn is pretty symbolic ). Another idea is Megève: in the evening in one of the pony-and-traps - under a nice thick blanket - that ply round the beautiful and chic village centre.

I can never understand people who get the announcer to pop the question for them over the Tannoy during half time at football matchs.

tony23, a few lake/ski suggestions for you... St Wolfgang, Austria (Sound of Music country and there's a compact ski area nearby). Or try Heitzmann Hotel in Zell am See, Austria... they seem to specialise in weddings. Or get married at a lake first and then decamp to a nearby ski area - Lake Garda would be my choice for the ceremony and then head for somewhere nearish like Selva - try googling a company called Garda Weddings.
Forget Lake Tahoe in winter... you'll freeze yer wedding tackle off.

I suggested my brother honeymoon at Jackson Hole, which he did and had a fantastic time. As well as skiing you can dog sled, and also take a trip to Yellowstone National Park and bath in the hot springs.

No skiing even for experts: are you trying to kill them? There are no lifts on the Matterhorn and certainly not to the top. Just some tough mouintaineering.
But it looks lovely. And you could take a helicopter ride near it.

tony23, Ooh what a lovely idea and what a great excuse to go back for romantic "anniversaries".
I think Zermatt would be perfect, the scenery literally brought tears to my eyes, the village and mountain restaurants are charming and romantic and the quality of service and food is divine. A great place/way to propose would be to ring or e-mail either the Findlerhof or Chez Vrony's (both fabulous fairytale mountain restaurants off a blue piste with breathtaking views of the Matterhorn); tell them what you are planning and book a prized table with champagne on ice either on the terrace (if spring) or if the weather is grim by the best window in a room with an open fireplace. It is then an easy ski down to do in a daze.
Although proposing actually on the piste before a great view sounds great, I think that like sex on the beach the idea is better than the reality, - think fumbling with ski gloves, runny nose & the local ski school snaking between you at the critical moment.

I advise some ski lessons in a snowdome before you go, so the first 2 or 3 days you aren't floundering on the nursery slopes, cursing at your skis (or each other).

tony23 - I think this is a wonderful idea. I got engaged last month in Val d'Isere, and while it isn't the prettiest resort in the world it was so romantic being surrounded by snow. Plus her ring will really sparkle!!! Super idea - no matter where you choose I guarantee she will love it.

libby, absolutely agree, Heavenly - as a town - is seriously mis-named, though the views from the slopes above it - looking one way towards the lake and the other way towards the Nevada desert - are as spectacular as any in the whole area. I was thinking of somewhere on the shore of the lake itself to stay: I was lucky enough to do just that, staying in the holiday home of friends from S Francisco. Car essential, obviously. There are many resorts other than Heavenly to explore.

I proposed to my now wife whilst on the old 2 seater chair life in Soldeu on St Paddy's Day (I was unaware of this at the time but means now I don't forget the date ) 2 years ago. She said yes, of course.

I agree about Zermatt though I am not sure what the slopes are like for beginners. Hopefully they would take you up to a high glacier.
