Seems bit bizarre that they'd build it at a mid-level site in Switzerland when there are plenty of untouched places in Russia to explore.

This should probably read "Russian company to develop property in Swiss Mountains" - A ski resort would normally imply some infrastructure apart from hotels, shops and chalets.
I suspect it is a few buildings annexed to an existing resort, as Timmaah says, can't see there will be much will for a new resort ex-nihilo in Switzerland.
