because the noise of helicopters rattling about annoys the majority of people who live there, so their elected representatives have chosen to ban it. In a crowded area like the French Alps the trend is to less helicopter flights, less quad bikes, less snowmobiles etc.. I've already mentioned that Pralognan is moving against illegal helipickups.
I assume in Valdez a lot of people depend on heliskiing so put up with any noise issues.
