Specialman, there are many many people on here who know an awful lot more about this than me but basically the top lines on the chart reflect temperature and the bottom lines reflect precipitation.
When the top ones spike downwards and the bottom ones spike upwards (fall in temperature with increase in precipitation) concurrently then it should be snowing.
The red line is the seasonal average.

....and I forgot to say that the different colour spiky lines represent different sources of info so the closer the lines follow each other the better the prediction.
