No, that wasn't the problem. He was trying to follow FIS rules on overtaking. The escalator was a bit narrow to overtake anyone, especially at speed (though I reckon he could have pulled it off).
[Tip to newcomers to London: it's the custom to stand on the right on Tube escalators, so that skiers can overtake you]
