Sounds like all it does is beep when the app triggers it, no "radar" style tracking on the app itself?

There are a few of these Bluetooth tiles, tags, buttons available. This one is being sold at 20% of its original price, so apparently wasn't that successful for its original purpose.

Generally these things work by transmitting to a bt device (phone) that has the app on it. The phone can then report the location of the item. Not much use until there are a large number of suitably equipped phones. This one may be different, but still not much use!

Using the exact radio frequency that is best absorbed by water seems a really good idea.

I bought some of these tags a few years ago. They are completely useless and always will be, until the entire world has the app on their phones.
That is never going to happen.

But one of the first makers of such tags was 101% an Apple fanboi, and refused to even consider the other 50% of the market, for a device that relies on critical mass of phones running the App. They really were wedded to a single app more than doubling their chance of reaching critical mass. So no ta!
They'll all be useless until all phones of all brands have the app, and all the apps and tags are inter-compatible. Until then, they're only useful for finding your keys in a household, where between parents and kids there's enough critical mass of phones (and Ipads if they do Bluetooth? or Android tablets which do do Bluetooth) all within Bluetooth range, which is not very much.
