My take is that the list of safe countries applies to returning Austrian, EU or Swiss nationals. It does not imply that UK tourists can enter.

@JimboS, The article I posted above from TT was published at 22:36 last night, I would assume it is a copy of the published regulations but I cant find any "official" government site with the actual regs on them. I agree it is somewhat open to interpretation and the position of UK nationals is somewhat unclear currently (I would suggest they fall under the heading of EU nationals but can see it might be otherwise).
The post from the TT blog this morning is equally vague (though Google translate doesnt help)
The new regulation on entry restrictions only brings about a slight tightening compared to the current status . The most important change is that when returning from a risk area, the negative PCR test to be submitted must not be older than three days (instead of four). Third-country nationals who are only allowed to enter certain countries must be placed in quarantine.
▶ ️ There are minor changes for Austrians, EU and EEA citizens, Swiss citizens as well as all those who are resident or habitually resident in Austria as well as persons with a residence permit : Previously, a medical certificate had to be presented on entry that did not was allowed to be older than four days. The new regulation stipulates that a PCR test is no longer required (this should be, doctors certificate no longer accepted), but a PCR test - and this must not be older than three days.
▶ ️ If this template is not possible, a self-monitored ten-day (home) quarantine must be started . Alternatively, this group of people can initiate a PCR test within 48 hours of entry. As soon as the negative result is available, the person can leave the ten-day quarantine early. Incidentally, there is a relief in the length of the quarantine: 14 days were previously planned. This is medically justified, according to APA demand from the ministry.

Austrians, EU and EEA citizens and Swiss nationals, and people with their main residence in Austria who come from a risk area that does not have a stable Covid 19 situation - such as Romania, Serbia, Bosnia, Montenegro, Sweden , Russia or USA - must have a health certificate (with a negative PCR test) or do a PCR test within 48 hours after entry.
For third-country nationals who do not come from the EU, the EEA or Switzerland - such as Ukrainians - entry is generally prohibited, unless they come from the Schengen area and can submit a negative PCR test that is not older than 72 hours . After entering the country, these persons also have to go through a ten-day (home) quarantine. A confirmation of accommodation must be submitted for this; the costs are to be borne by yourself. A "free" from the quarantine is not possible in this case, the Ministry of Health emphasizes.
This would suggest no entry for UK nationals.

I suspect it's an oversight on the part of the media (journalism at the TT is particularly crap) rather than a genuine exclusion of UK nationals (they probably just forgot). There may also be confusion over whether they mean UK nationals or UK residents/travellers, as these are not wholly the same group. Afaik, under the terms of the withdrawal agreement, UK nationals are to be treated the same as EU until the end of the year. If they are not, then this opens the Austrian govt up to legal challenge, which they've probably had enough of recently from their own citizens!
I suspect cock-up rather than conspiracy. Anyone concerned should get on to the embassy.

On the UK Gov sight it is very clear that from Monday July 27th citizens and residents of the UK can enter Austria without quarantine or negative covid tests.

@Scarlet, +1, legally UK nationals have to be treated as EU nationals until 31.12.20. I suspect no one has even considered all this, the focus is very much on the Balkans. There are large Bosnian, Serbian, Romanian etc communities in Austria and there have been a number of outbreaks related to families travelling back and forth. Anyway pointless arguing, anyone with a burning interest with this will have to wait until Monday morning to get a response from the relevant embassy.

@munich_irish, Yes, that's the impression I get too. It will take till Monday for the media to get itself in order too – UK is low down the priority list right now, but I don't think there's anything else going on with that.

@queenie pretty please, Are you sure that your link is to the updated requirements? I can’t see what has changed. Still four days for tests and 14 days for quarantine. I thought this had changed to 72 hours and 10 days, where it applies.

That's good news, but I wonder how you can demonstrate that you have been in the UK (or one of the eligible countries) for 14-days prior to arrival in Austria? If someone asked me to prove I'd be in the UK for the last 14 days I'm not sure how I could do it.
