How would the gale force winds in Tignes effect that bit of plastic?

Well, the person's real but it's just a made up name, see?

I'm assuming the plastic is covering spare snow rather than the glacier propper ?

Well, given that any spare snow must lie on top of the glacier to stand any chance at all of preservation in high summer, I think the glacier is definitely covered there.
This is King Canute's best efforts, reincarnated in the 21st century. It can only be a stop-gap measure, but what a stunning photo!
What we're dealing with here seems to me to go way beyond plastic sheets - it's a fundamental question of how mankind reconciles economic growth with saving the planet [maybe best dealt with under a separate thread!].
That's if CO2 growth = economic growth and the two can't be de-coupled.

Anyway, snowHeads is much more fun if you do.

I think the glacier proper is up at top right of the photo and that the covered mounds are in fact just 'spare' snow used to top up the runout from the shrinking tail of the glacier and the part of the drag in the foreground of the shot. And maybe to fill crevasses. Although the heaps of covered snow appear to be on 'solid' ground it's probably just a thin layer of stones with more ice underneath.

David Goldsmith, "saving the planet" and "keeping it just the way it is" are two entirely different concepts. Not that I'm happy at the prospect of disappearing glaciers, of course.

Relatively new, yes, but you've always had to ask if you want a plastic bag ... for your glacier.
