I've got some karrimore panniers, have toured with them 20 years old. The have some kind of easy clip on / clip off system. Don't know if they still make them.

Megamum, I cant vouch for Ortlieb panniers, but I can vouch for the brand. I have taken their drybags into some fairly rough conditions, and they're still going strong.
I still have the same three I've used for nearly twelve years of travel - not even close to giving up either.
+1 for general Ortlieb construction standards at least, if this helps.

welshskier, karrimor seem popular! Ortleib seem pricey where-ever I look on the net - ebay included. I must admit I was hoping I could acheive reasonable quality and wear and tear criteria for around the £25 mark. You seem able to do rock bottom quality on ebay for around £14 posted, or then it jumps to the £50+ category of the Ortleib (and I must admit I'm not overboard about their bright reds and yellows - though I guess they are that colour for safety reasons). As with most of this sort of stuff its useful to ask for recommendations on here so I then know what to surf and shop for over the next few weeks. I had never heard of Ortleib for example, now its something to look out for as is Karrimor .

Megamum, Mrs Ski has some Altura panniers, that she uses for the same purpose as you. Not waterproof, but a plastic bag liner keeps the worst out. And a lot cheaper than Ortlieb

OK, I'll say it. Got Halfords bike hut ones, for our first foray cycle touring. They were [I think] about £25 a pair. http://www.halfords.com/webapp/wcs/stores/servlet/product_storeId_10001_catalogId_10151_productId_389917_langId_-1_categoryId_165643#dtab
They were fine for our couple of days trip, and have got lovely bright yellow rain covers supplied. They seemed fairly sturdy, and DH has been out shopping errands with them since.
Now, bear with me. We shop each week at our local market, and use some pretty ancient rucksacks that are by no means waterproof. I reckon they are about the same size if not smaller than the panniers. So, I would reckon you would not be too worried if the apples and bananas got slightly damp [and lets face it, if it is hosing it down, would you be cycling to the shops ], and the halfords ones felt fairly sturdy.

Ortlieb & Altura are probably the 2 best readily available brands
Karrimor used to be a brilliant brand. Then they went bust about 8-10 years ago & got bought out. Now all they make is crap, stay away.

I have Ortlieb panniers and they are really durable and waterproof and great looking after 5 years and so great for commuting, but, they are not comfortable to carry. If you are planning to use one to pop to the shops I cannot recommend them for carrying around the shops - the handles are not comfy and the bag don't look pretty.
alternative possibility- A friend's wife has a Basil bag and loves it.
