Just to return to the original question: the one thing you are guaranteed in Breckenridge is no rain, November to April. Its village is 700m higher than the very top of the Blackcomb Glacier!
Of course, Whistler can be fantastic - but can also be terrible - going to Whistler is usually more of a gamble than Colorado.
Edit: Breck can be a gamble for a different reason: the mountain sickness mentioned earlier.

we stayed in breck for 10 days and skied 7 different resorts. breck, vail, Arapaho basin, keystone, loveland, copper mountain, winter park. they are all within 1 hr of breck by car. most US hols you will get a hire car for a reasonable price. loveland is cool - private resort (ie not part of a large company) and very cheap lift pass. other resorts - you can pick up lift passes on deals in local convenience stores for copper mountain (2 for 1 etc) keystone, vail, breck on the same lift pass. all very varied all worth the drive. night skiing in keystone is excellent - not just a couple of slopes but the entire front of the mountain is lit - about a dozen pistes ! take your oxygen for A-basin...boy is the air thin at 3980m !!
cant comment on whistler but i have heard it rains in resort a lot due to resort being low and near the pacific.
