Depends on your perspective.
Some might not care to live in a place that the lift stop running with so much snow. (can't bike, as indicated) Not everyone is into hiking for hours for a few turns, however good those turns maybe (or those who're simply not in the physical shape to do so, either due to advancing age, prior injury or too many hours in the office).
But if I were young and fit, which I'm NOT, I would much rather live somewhere that has NO LIFT AT ALL! No crowd, no noise, no population etc.
Packing for a spur of the moment trip to Banff now this moment... (yes, lifts!!!)

The average Backcountry skier here is~40 y.o., from my perspective. And many are hiking/skiing these peaks into their 70's.
Lifts running or not.
If you brits all booked your holidays for skiing in late April, they would keep the lifts running! (well, probably not)
It's simply economics 101...by April, anyone not in snow country is generally over it, and into golf, the beach, biking, what have you.
We usually are mt. biking on trails by now, this has been a very, very unusual winter/spring.
