Per the website of the tourist office (I'd have thought that was the natural place to look first?) it's open for accommodation, etc and you have a shuttle bus into the PDS.

I think it was for real because the resort has been losing money and could justify the continuous operation. There have been quite a bit of debate on how to mitigate the closing down effects to the local economy. The snow in the recent seasons didn't help either.

I googled a bit and I found this
Suite à la fermeture du domaine skiable de l'Essert, décidée par la mairie d'Abondance en Mai 2007, l'Hiver 2007-2008 sera marqué par l'ouverture d'un domaine ludique situé à Auffaz, au centre du village.
Le ski de fond peut, en fonction de l'enneigement, se pratiquer sur 40 km d'Abondance à Châtel.

T-Dub, we have a friend with an apartment there, who is very disappointed the local area has closed. He said there seems little chance of it opening as the maire is not behind the idea. The problem wasn't so much lack of snow, as lack of punters; our friends said they often had the whole place to themselves. It's a fair bus ride into another PDS centre, it would seem a bit cussed to stay at Abondance for downhill skiing, though it's a super little village. It's sad.
