For some perspective Colorado minimum wage is $15.16 per hour, with a median around $28 (depending on source).
I'm not sure what would be consider a "fair" wage. The most medically qualified are probably earning at least equal to, probably even a little more) than they would as an EMT. Plenty don't really have any serious qualifications. While the most experienced are certainly skilled $46 probably reflects that.
Nobody ever got into ski patrol as a serious career or even to make money. Of course there are some nice benefits to the job, that can't be ignored.
The bigger issue is probably lack of affordable housing and general high cost of living in Telluride.

Telluride is having a tough season.
Low snow in early season, followed by patrol strikes in peak season.

Isn't that generally the problem with everyone working in a ski resort (particularly in America).
I don't know that area but it seems like anywhere that's commutable (even not in the actual resort) for North American resorts is eye wateringly expensive to the point where you end up with people having to live like ski bums in over occupied apartments etc even if they're technically on decent money.
It becomes self selecting in that the only people willing to put up with that are the ones who want that lifestyle. Sooner or later, even those people won't tolerate it..... particularly when they see lift passes going through the rough and the big resort owners making big money standing on their shoulders.
