Can anyone tell me whether the lifts from Sauze d'Oulx to link up with the rest of the Milky Way are open over Christmas?

It will totally depend on the snow. The 'bowl' from the top of Sauze over to the top of Fraiteve (from where you ski or download into Sestriere/San Sicario) doesn't have canons, so is only open if there's enough snow. I'm sure they will open the lifts if they can, as it's such an important part of the area.
I think it looks like they've had some good snow so far, but a mild spell can change a lot very quickly. I did see that they'd been firing the canons on Clotes (which is the main route down into town, so that suggests it's been cold at that lower level), but the snow level at Ciao Pais (where there's also a webcam) looks like to changes a lot.
If you have a look at SAuze Online on youtube, you could look at his snow reports for Christmas week going back over the past few years - that will give you a view on how it's panned out over recent years.
In short, I'd say it's entirely possible but not guaranteed.

Last year the link from Sauze to Sestriere didn't open until Boxing Day, when it seems there's an influx of people from Turin. It had snowed heavily a few days prior but the links didn't open until 2 days after the snow fell.

Wind definitely affects the link. We were there 2 years ago in March, and the link out was only open 3 out of our 6 days, plus the lower runs were closed/dodgy because of lack of snow. The Moncrons area on the left of the piste map wasn't open at all, someone told us it hadn't been open in about 5 years, they were apparently letting the area rewild; and on the Saturday drag no 5 had been taken over by the local kids race clubs. Didn't leave us with much to ski, and we are in no hurry to go back there.

Whilst it's true that wind affects the link, it seems you were pretty unlucky. We've skied in Sauze 5 times, and only had issues with the wind twice (once when we were over in Sestriere and the lift announcements came to tell everyone to make their way to their 'home' valley, and once when we were in Sauze and wind shut all the lifts apart from Sportinia).
I'm almost certain that we skied the Moncrons area within the past 5 years (since Covid), but the main lift has only ever opened at weekends (no idea why), so you just have to use the drag. I don't think that area is generally open right at the start of the season though, so OP can probably count that out.
It's a shame you had a bad experience there. I have had a week there when the snow was really bad and we were limited to very few runs, but it can be a really lovely place to ski. If you can book late, so you know there's definitely decent snow, it ticks so many boxes (lovely town, nice runs, very few queues (apart from the 2 man Colo), very affordable, great on-mountain food, easy transfer...) - it would still be high on my list of places to recommend.

As a group we have given up on Sauze. It is just too low either having a shortage of snow or having white marble ice.
