@carminehawk, please check Obergurgl in Austria. I believe it is the highest altitude skiing village in Austria.
Linked by skibus with Solden, the very place my kids learned skiing long ago.
Obergurgl isn't Livigno cheap but with excellent value for small kids.

Yeah I was also going to suggest Obergurgl in Austria. It's a great place for kids, there are always loads there especially in school holidays, and the ski school is good too, you don't need to reserve it in advance, they always have space even at Feb 1/2 term. Snow is very reliable too. There are some really nice hotels there which often have entertainment for kids too. Free lift pass for under 10s if I remember correctly.
The Edelweiss is the best positioned, the main two lifts are just a few meters from the back door of the hotel which has it's boot room and a ski rental place attached to the hotel.

Obergurgl would be absolutely ideal. Its a small place. Well set up for beginners. High and snow-sure.

I'm going to throw in a left-field option. It is in Austria though......
This suggestion depends somewhat on what the OP wants from a ski holiday, but it felt like they were a little price conscious from the point about prices increasing 20-30% in Livigno.
How about Donnersbachwald/Riesneralm?

It's only 30km of pistes, but I'm guessing with a 3yo you may not need 100+km resorts right now. There is a large beginners area right at the bottom, near the carpark and first uplift. If the resort is open, you will be able to ski down to this point.
It's not really a "village" as such, but there are clusters of accommodation such as guest houses, B&Bs, apartments etc available for rent. However, what really made me think of this is the JUFA hotel, which is right next to the beginner slope. That's reasonably priced hotel accommodation, with perfect snow access for a 3yo. https://www.jufahotels.com/hotel/donnersbachwald/
Less than 400km of driving from Prague, and if you really get bored, then there are a few other resorts in the area, which are within a 30 minute drive - Planneralm and Tauplitz. Owned by the same company, so could be the same lift card, if you bought it that way. https://www.schneebaeren-card.com/

@onnem Have booked a week solo in Obertauern at the end of March for £853 half board in a 3 star ski in/ski out. A pretty good price
And as for crowded slopes in Austria- generally OK. Zell am See can get very crowded on Blue 1 and there are others, but most resorts I've been to are pretty decent. Somewhere like Obergurgl has loads of room and would be ideal for a 3 year old. I could show photos like yours in the right part of Ischgl (over in Samnaun).

With good apres at Edelweisshūtte and when you return to the village
This March I bought the upgraded ski pass and drove a day to Flachauwinkl, was fun.

@Onnem, is a 3yo likely to be skiing that piste?
I was there the respective week in 2014. I was pleasantly surprised at how quiet it was for such a high season week. However, it was much busier pretty much everywhere than your photo. The nursery areas were extremely busy for the same week - thankfully we didn’t need to be near them very much during the week.

How much skiing is a 3 yo actually going to do? Aren't they in reality just going to be pottering around a ski kindergarden most of the time and perhaps a couple of times up and down an easy blue at best.
Being able to go sledging, or having a kids swimming pool easily available, coupled with a slope with a magic carpet are the key drivers, surely.
And then having somewhere for a long lunch, so ski in ski out can really help.

It’s only 3 star but gets good reviews and looks like lots of 4 stars I’ve stayed in on Obergurgl.
It’s right next to Grundwaldkopf lift… indeed it’s called the Grundwaldkopf…
I’m at the age where I rather like ski-in, ski-out. Even managed to find one in Zell am See a couple of years ago.

@buchanan101, I've looked it up, good reviews indeed both for the hotel and the restaurant.
And an excellent price.
I am sure there is a skibus connecting it to village center if you will wish to end your skiing day by Edelweisshutte then ski down to the village and stop at the 2 apres ski huts just by the end of the piste and above the main road...
For a total immersion in Austrian apres ski
