Presumably the "ti" is pronounced "s" as in "felicitations" Only a native French speaker could tell us whether a French person would ever actually use the expression. Maybe I'll ask my daughter in law.

Chocksaway is correct but no french person would use that expression, they would say what your daughter suggests.
