I skied with a gang of Ukranians in Gudauri, Georgia.
They said their snow was good but the terrain at Gudauri was bigger and better.
Kamchatka is awesome but weather can be a problem. Windy.
Sochi is legit.
Don't know about Lake Baikal but heard it's Lake Louise cold.

Ive been to moscow.
I came back with all my body parts.
fantastic city. Pity the boar house is no longer.
didnt get to see lenin though, his ear fell off - so he was in the workshop getting it glued back on.

South Russia = wet snow
East Russia = freezing cold
Ukraine = flat and cold
Iran has best snow in the region. Deep(ish), dry, light. But probably not wise to visit for now (if from the West).
Georgia is a good compromise. Russia lite.

Bit misleading regarding Iran - like anywhere, snow conditions vary. I skied there in 2011 (Dizin) and it was thin and hard-packed. Had not been any significant fresh snow for several weeks. It wasn't that cold, the sun was strong enough to soften up the hardpack even in December. Maybe later in the winter is typically better, not sure.
