The Prefecture in Annecy does walk-ins or you can book slots online.
We booked in mid - Dec and had a slot 3 weeks ago.
They do have cancellations come up all the time, so it's worth checking the site regularly.
We each got a paper Carte de Sejour there and then, and they said the proper laminated one will follow in 6-8 weeks.
The woman stressed several times that these were not mandatory, but anyone who applied ( and met the criteria ) would get one.
For walk-ins, best get there early.
We got there at 9:15 for a 9:45 (appointment) by which time they had been open for 30 minutes.
They were processing walk-in number 5 when we got there, and we saw a woman clutching ticket number 42.
By the time we left (11:00) they were processing walk-in number 10.
Goodness only knows when they got around to the poor woman with Number 42

apart from the mock accent I didn't litter it with random racist insults though.
The woman, Wendy, is level headed. Basically the Brits in Chamonix are handling the situation but there is a lot of uncertainty.
