Sage, that is what I saw and thought there might have been a bit more hidden away, quite vague and if i was to be pedantic, refers to 'items' and not a bag ...... so could they charge per ski when you get to check-in, or even extra for poles? no weight restriction either (apart from H&S requirements), so it seems a snowboard wheelie bag is perhaps the best thing to take for both skiers and boarders because you can fit boots and everything else in it and not need any other checkin bags.
maybe cheaper to book a seat for your outsized boot bag (musical instrument?) than pay the baggage.
it just all seems a bit too vague and subject to abuse by both passengers and the airline, which is why people get the hump.

Then they get you on the weight limit as nothing to say paying ski carriage ups your weight limit over the 15Kg
