@blacksheep That seems like a reasonable machine, for a laptop. What's the editing software?
Premiere Pro has lots of things you can do to make things smoother, and will offload from CPU to GPU where possible. I have found that it's nice to have power in both places, plus lots of RAM and multiple disks. A laptop isn't really ever going to be in the same league.
That said, my 10-hour-battery-life notebook is a year old and will edit 4k video, although not particularly pleasantly. So there are waits as you change things and wait for it to re-render etc. But I don't really assemble things when I'm travelling.
As you're asking, my home desktop is a 2-year-old home machine which is an X99 mother board with i7 5820K Haswell 6-core overclocked somewhat and water cooled. The graphics card is an AMD r296x2 dual graphics beast, also with water cooling. The machine is stuffed full of RAM and has multiple modern SSD drives sensibly installed. You could do more for less in 2017, but this this sucks it up and spits it out. That said, it would take a minute or two to render this below (see, I sneaked in my ego video) at 4k or 720p, from the 4k source.
I would say that if you've watched 4k video on a 4k monitor you'd probably not be hugely happy with much less.

 Indeed - something the BBC's TV tax outsource people can't get their heads around.
But my point is that 4k video is somewhat impressive, even when compared with the same video rendered down to (say) 1080p and displayed on a good monitor. I expected to mostly use the headroom from 4k, where as in practice I find that I like all those pixels quite a lot. Each to their own.
