The IOC voting procedure is particularly interesting in its elimination procedure. In the successive rounds of voting, Moscow, New York and Madrid were eliminated, one by one, in that order. Apparently there was then a one-hour delay while the delegates weighed up the merits of London and Paris.

No, all the voting took place at the same time. Then there was a one hour delay will they re-set the hall ready for the announcement. The actual voting took place quite quickly (once they'd tested the Who Wants to be a Millionaire-style electronic voting system).

The relay races will be run by teams who will be picked on the morning of the race, to surprise the other countries involved, but rumours are that the mens 4x400 will be:

Jonny Wilkinson
David Blunkett
Bill Beaumont
The chairman of selectors just called me from New Zealand with that information. His name was Edward Woodward, or Sir Clive Sinclair, or something like that.

Rob, if I've mis-reported it I apologise (I wasn't monitoring it live). This is how BBC Online is now reporting it, which I think is the gist of what I transcribed from a radio report:

From that, you seem to be right that the one-hour delay (now given by the BBC as 45 mins) wasn't to do with the voting but there do seem to have been four distinct rounds of elimination.

There were four rounds of voting. It was a variation of single transferable vote, with IOC members allowed to change there 2nd, 3rd and 4th preferences after each round of voting. One way to look at it was a very sophisicated electorate, with a finely tuned electoral system. Another way to look at it is that IOC members voted for the city that their wives would most like to shop in

What surprises me is Madrid in R3 compared to R2, somehow they managed to lose a vote along the way despite there being 3 votes more cast in total and the 16 New York votes up for grabs.
The final round looks interesting as well, a swing of 2 voters would have meant a tie. Which country did Chirac say has worse cuisine then England and how many votes did that country have? The answer is of course Finland and 2 votes!!

I recall a radio reporter mentioning that one vote missed the (electronic?) timing and was therefore never cast, or disqualified.

Err ... you're implying that London probably paid bribes, or greater bribes than Paris, and that members of the committee probably accepted bribes.
It's a serious allegation. It's correct that Salt Lake bribed to be selected, but what makes you believe that London probably won the vote through corruption?
