Off piste in Italy - permitted??

Wonder if any one can shed light on this?
We have skiied many times in La Rosiere (tarantaise) and enjoy the link to La Thuile, Italy, but I have noted the warning in the resort signs and documents that "off piste skiing is prohibited on the Italian side".
However there are always some tracks and this year after fresh snow all the easy to get to bits were tracked out on the first day with the harder bits tracked over the next couple of days. Looked like some groups were finding nice lift served lines away from the pistes - slightly envious as tethered to the family.
Is this just a resort rule (not that I've seen it enforced) or is there a wider ban on off piste in Italy - although I understand that off-piste is quite big in Courmayeur and La Ros uses the Italian side for Heli-skiing....
